Final Meeting for the F.A.B. Filipino Amateur's Basketball Tournament - Queenielin's Cup - 1st Conference

Grand Rules of the Tournament
An official referee briefs and explains the new FIBA rules while team representatives listen on. This rule changes had come to effect since 1st of October after the 2008 Beijing Olympic Games.


Team Brackets:


The seven(7) new FIBA rules will be imposed in this tournament.
Art. 4.3 Uniforms
The provision that T-shirts may be worn by players under their game uniforms is not valid anymore.

Art. 25.2.3 Player falling on the floor
It is legal when a player falls and slides on the floor while holding the ball.

Art. 28.1.3 Ball goes into team’s frontcourt
The ball goes to the teams’ frontcourt when, during the dribble from backcourt to frontcourt, both feet of the dribbler and the ball are in contact with the frontcourt.

Art. 30.1.2 Ball returned to the backcourt
It will not be a violation anymore if a player, who jumps from his frontcourt, establishes a new team control while still airborne and then lands in his team’s backcourt.

Art. 31 Goaltending and interference
If a player reaches through the basket from below and touches the ball, it is an interference (and not a simple violation) with all the relevant rule consequences.

Art. 36.1.4 Unsportsmanlike foul
If a defensive player causes contact with an opponent from behind or laterally in an attempt to stop a fast break and there is no opponent between the offensive player and the opponents’ basket, then the contact shall be judged to be unsportsmanlike.

Art. 38.3.1 Technical foul
A technical foul can be called on a player for excessive swinging of elbows (without contact).

ELIGIBILITY
a) All Players of each team must be a legal worker of Brunei, holder of valid identification card (IC).
b) Each team may consist of players maximum to 15, a coach, an assistant coach and a team manager. All players are allowed to play.
c) Teams allowed to get two(2) players who played from any commercial league here in Brunei. e.g. Suntan's Cup, FBA league, Coke and Pepsi Cola Cup.

PLAYING FORMAT
a) Bracketing of teams depends on the number of team participants in the tournament.
b) Each team plays for a single round robin in their own bracket. After the elimination round, two(2) teams of each bracket will be drawn for grouping, Group A & B. The four(4) teams in a group will play for single round robin. Top two(2) teams who come out of in groups A & B will play for cross-over, e.g. A1 vs B2 & B1 vs A2, then Loser1 plays against Loser2 for the 3rd and 4th place respectively. Both Winner1 and Winner2 will meet in the Finals.

RULES OF THE GAME
a) FIBA rules shall prevail
b) Tie Game - winner over the other will be applied
c) Triple Tie - quotient point system will be applied
d) Forfeiture and Default penalty - 20 points goes to the winning team while 0 for the losing team.
e) Additional 5 minutes for extra period. Overtime to be exact.

SANCTION FOR THE PLAYERS AND OFFICIALS
a) Player(s)u nder the influence of alcohol will be out of the game, points will be deducted from the total score of the player's team. Winning game for the opponent is considered.
b) Dangerous and intentional actions will put player(s) out for the whole season, this includes kicking (this ain't kickball), slapping (slap if your a girl) and boxing (you probably played the wrong sport).

GROUND RULES
a) Only legal workers in Brunei are allowed to play.
b) Team members that exhibits violent conduct is automatically out from the tournament.
c) Any team official or player who commits unsportsmanlike conduct such as, striking or insulting a referee or a table official will be out for the rest of the season automatically.
d) Players in the list of amateur player in accordance with the rules that they did not play from year 2004 downwards in any commercial league in Brunei.

PROTEST
a) Will follow FIBA rules.
b) The organizing body will charge $50 for every protest.
c) A referee will be part in making decisions during technical protest.

COMMITTEE
Composed of official COMMITTEES and REFEREES.
Each team may represent 2 volunteers to help table officials.

UNWARRANTABLE EVENTS
The organizing body will not be liable and responsible for whatever may happen to a player. A player must be under the supervision of coaches and team managers.
